Can a pressure infusion bag replace a programmable infusion pump?

No. A pressure bag applies external pressure around a container; it does not provide the same programmed rate-control function as an infusion pump.

Does the pressure-bag gauge show the patient's arterial pressure?

No. It shows pressure inside the pressure bag. Patient pressure measurement requires the appropriate invasive or noninvasive monitoring system.
